Environment

In the process of joining the European Union, candidate countries including Bulgaria, Croatia, Czech Republic, Cyprus, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, Romania, Slovak Republic, Slovenia and Turkey were required to be able to interface with a number of computerised systems operated by the Unit responsible for taxation and customs policies within the European Commission. This interface was a prerequisite for local customs and taxation administrations to interface with the Unit’s operational systems. Therefore, it produced a strategy document to establish interconnectivity to its systems while assistance would be provided to the candidate countries.

Solution

The European Commission assigned Trasys for assisting candidate countries elaborate the interconnectivity process and ensure it has been have been properly implemented. Trasys provided critical assistance to the candidate countries at nearly all aspects and stages of their preparatory activities including building administrative and operational capacity, detailed advice and assistance with funding requests, provision of technical assistance on procurement activities, in-depth consultation and follow-up on planning and implementation of all their critical IT systems related to customs and taxation. The usage of best practices allowed the candidate countries to benefit from the lessons learned earlier entrants and avoid most of the pitfalls that threatened their global plans. A structured roadmap has also been created to monitoring progress made by the candidate country’s customs and tax administrations against interconnectivity implementation plan, reporting and highlighting on any potential project risks or areas where the candidate country might fail to respect the implementation plan, and addressing any g interconnectivity and operational capacity issues and technical assistance requirements;

Benefits

The missions conducted by Trasys played a key role in ensuring the success of the candidate countries in their respective efforts to join the European Union. Risks and potential pitfalls were quickly identified for each candidate country and appropriate decisions have been taken accordingly and timely. Ultimately, the process set in place allowed each candidate country to ensure relatively rapid interconnection with the Unit’s systems and, by extension, the success of meeting the prerequisites for further entrance processes.
