Environment
The customer is an organization in charge of managing the individual accounts of salaried workers in Belgium. It manages one of the biggest databases in Belgium with data on salaries, working days and days of inactivity of salaried workers. These data are at the disposal of the entire social security network. The customer is probably best known for the annual statement of the individual account sent yearly to approximately 4 million people. The objective of the project was to transfer the activities (staff, process, information systems) from the customer's organization to other public institutions in charge of related activities.
Solution
The customer entrusted Trasys with the study of the transfer of their activities. The project was handled upon a 3-phases approach:
The analysis of the organizational, functional and technical environment “as-is” and the definition of a scenario “to-be” for the transfer of the activities.
The writing of a Book of Specification for the transfer of the activities of the customer. The organization of a Call for Tenders and the selection of a supplier for the realization of the transfer.
The follow-up of the realization of the transfer for the owner.
The study was presented to the board of directors. Using the conclusions and recommendations made by Trasys, the board finally decided there shouldn’t be any transfer and to make the customer an independent structure within the social security network. In this context, a new information system had to be developed in order to support the future structure and needs of customer. Simultaneously, the needs of the latter evolved so quickly (new missions, new working procedures and several projects) that Trasys wrote a Book of Specification as support to an European Call for Tenders for the realization of its new IT system. Trasys organized the offers evaluation process with the final choice for one of the tenderers.
